Shifting gears to the criminal perspective on this matter, I firmly believe that what's called for is an FBI and U. S. Attorney probe to pursue indictments against numerous parties involved in this attempted theft.  Accordingly, I drafted this letter to the FBI and U. S. Attorney's Office and placed both in the mail.  [Note:  Here's the link for Agent Greg Fee's Livingston Parish presentation referenced in the letter].  Agent Fee encouraged citizens to report "illegal activity going on behind closed doors."  I respectfully submit that the "Edmonson Amendment" was unquestioned illegal activity, and there can be no question whatsoever that it all transpired behind closed doors.  Accordingly, I would like to encourage others who may be so inclined to draft a brief letter to both the FBI and the U. S. Attorney's Office expressing your disdain for this type of attempted theft and further encouraging criminal prosecution of the matter.  Here are the addresses at which to do so:
